I very much enjoyed presenting a new project, “The External Sources of Rising State Strength,” to the Program on US-Japan Relations at Harvard. Co-author Joshua Shifrinson (Boston University) and I explore the conditions under which great powers act as “patrons” to rising states, and show how this enables them to overcome the internal and external challenges they confront during their ascent.
