This water wheel is a bit tricky to set up, but it will exhibit a variety of behaviors. A hose it mounted to supply water from the top center. At low flow rates the wheel will rotate in one direction. At medium flow rates the behavior becomes chaotic, speeding up, slowing down, reversing direction. At high flow rates it will settle into an oscillation back and forth.
