Critics of Beijing argue that China is increasingly pursuing a strategy aimed at changing the regional territorial, political, and institutional status quo. But China is not the only revisionist power in East Asia: for decades, the United States has pursued a strategy aimed at spreading liberalism and U.S. influence. China, and other illiberal countries, find this strategy deeply threatening. My article in the March/April issue of Foreign Affairs discusses fears and goals on both sides.
