We discuss powerful reasons—rooted in the change in balance of power and recent history —to expect conflictual relations between the US & China and the US & Russia in coming decades. Is there an agreement that can be reached to mitigate and limit great-power competition? Our answer: the US must shed the primacy mindset and seek a rapprochement designed to respect each other‘s core interests.
